Salt * Wet * Fish

I find it strange that some countries can send loads of clothings, food and medicine to US for the recent Katrina incident or any other country for that matter, when within their own countries they have a lot of people who are homeless, nothing to eat and not access to good medicine. Could those aids also be used to help their own people?
